Changing the appointment list impacted Google Analytics capturing of eligibility errors. @JRRoof will return the ticket to the ready state so that the FE team can investigate the monitoring changes.

Background/Request
The vaos-eligibility-direct-available-clinics-event-failed event has the highest number of failed events compared to all other eligibility failures being tracked. Therefore, we would like a better understanding of this event, including when it is occurring and what is triggering this event to reduce the number of times it is triggered.

1) Understand where in the VAOS workflow this event is being triggered 2) Understand what the possible conditions are triggering this event 3) What data can be logged to identify any sites, clinics, etc. that this occurs at frequently
