[Bug] Empty address in form 22-0994 (VET TEC)

What happened?

While filling out the address page of form 22-0994 (VET TEC), if the user chooses any country other than the U.S. there are no required fields. This allows me to leave the address completely blank

Specs:

• Device: Macbook
• Browser: Chrome
• Test User: user 0

Steps to Reproduce

• Log in to user 0

• Start a new benefits application (https://staging.va.gov/education/how-to-apply/)

• Continue filling out the form until you get to step 6/7 (Personal Information): https://staging.va.gov/education/about-gi-bill-benefits/how-to-use-benefits/vettec-high-tech-program/apply-for-vettec-form-22-0994/contact-information

• Choose a country other than the "United States" (e.g. "United Kingdom")

  

• Click "Done" in the address block

• The address card will appear empty, and will not stop the user from proceeding.

  

Desired behavior

• Changing the country should maintain several required address fields. At least "Street address" and "City" should be required (similar to form 526EZ).

Acceptance Criteria

• [ ] At least street address & city should be required fields when the user chooses any country other than the United States.
