Request Prod SAML consumer certificate from VA PKI team #5557

IAM team will require SAML metadata for prod environment in advance of launch so they can establish the partner configuration on their end. We need to request a certificate from the VA PKI team. Probably this needs to be Patrick because of the mix of network and devops access it requires :/

Request submitted on 2/11, should get certificate back in a day or two.

Cert issue, configured in devops repo in PR https://github.com/department-of-veterans-affairs/devops/pull/6403.

We can supply the IAM team with prod SP metadata whenever needed.
