Per the stakeholder, the phrase "Message and data rates may apply" must be on the page but doesn't have to be the header. I placed it in the section with the H2 "Delivery and message rates."
Thanks Katherine! Your change makes sense. I see other updates we could make to this page, but we may be editing this again soon to align with unified T&C work, so let's just do this specific ask for now.
