[EPIC] Make 10-10 EZR Information Available Online

As a Veteran who gets their care with VHA, I would like to be able to update my information (financial, name/gender, address, next of kin) online so that I don't have to mail forms back and forth every year.

[x] Review what information is edited by the EZR (contact info, marital status, SIGI, NoK/EC, Financial Disclosure, Health Insurance, Dependent info)
[x] Determine VETERAN Use Case for EZR being online
[x] Come up with justification for bringing EZR capabilities online (e.g. processing metrics, any MHV or VA.Gov requests to change information, stakeholder needs, projected Veteran usage, etc.)
[x] Determine if any of these capabilities are already online
[x] Understand and document information flow between different systems (VES, VistA, VA Profile, VA.Gov profile)
[x] Determine where a Veteran would go to update this information
[x] Determine how, and how often, Veterans would use these features
[ ] Determine and document all of the places that this information will need to be update (e.g. VES, VistA, MHV, etc)
[x] Come up with an MVP plan
[x] Come up with a way to work with any other teams (e.g. VES, VA.Gov Profile, MHV, etc)
[x] Come up with hypotheses for how and where Veterans would use this
[x] Ensure that hypotheses are technologically feasible
[x] Create wireframes/designs
[x] Do Research on if and how Veterans would use this
[ ] Make tweaks to assumptions, hypotheses, and designs based on research
[x] Start Collab Cycle

High Level User Story/ies

As a Veteran, I would like the ability to update my health benefits information online, so that I don't have to manually complete a paper form or visit a facility in person.

Hypothesis or Bet

If we build a 10-10EZR update form online, then Veterans will be able to update and submit any information that is new or has changed, so they can maintain or increase their health benefits.
