Bug Discovery - VA Disability Claim Profile Error MCB Okinawa

Issue Description

100% of all First Enlistment Marines in Okinawa receive an error message when trying to start a VA Disability Claim.

• This normally only impacts Marines on their first enlistment and only in Okinawa.
• This started happening around mid to late December 2022.
• There are no calls to EVSS for users who get this error.
• The error occurs on the introduction page after user enters separation date: /disability/file-disability-claim-form-21-526ez/introduction
• Error message says, "We need more information from you before you can file a Benefits Delivery at Discharge claim with VA Form21-526EZ."
• Message appears to be triggered by Form526EZApp.jsx // User doesn't have the required services. Show an alert
• User's MVI record has EDIPI, SSN, BIRLS ID, Participant ID, and birthTime

There are no calls to EVSS before this error occurs, so VA.gov will need to resolve the issue.

Daisy Death had not tried to open her disability claim yet. When she does she will receive the error message in the below screen shots. 100% of all First Enlistment Marines in Okinawa receive this error message when trying to open a VA Disability Claim. This happens for both BDD and FDC claims. It does not happen to Veterans and rarely happens to other branches of the Military. I’m the site lead for MCB Okinawa Veterans Benefits Advising. I reported the issue with Marines in Okinawa attempting to open their disability claim and receiving a profile error message. This started happening around mid to late December 2022. This normally only impacts Marines on their first enlistment and only in Okinawa. It is rare to see it with anybody else. I have supported Marines over here from bases in the U.S. and they do not have the issue. I support Marines that are retiring and they do not have the issues. I have not seen this with other branches of the military. The Marine bases in Okinawa are not an approved separation location like Camp Pendleton and Camp Lejeune. The Marine Corps has separation codes with the different bases. Since Okinawa is not an approved separation location, maybe this is tied to problem.
