As a follow-on to the research done in Part 1, we will conduct additional research to determine who the appropriate target users are for the Proofing application.

I met with Carnetta and Susan H separately today.

Notes from that meeting:

To summarize what we discussed

• Identity verifiers are a role that many different folks have at VA facilities. Only sometimes they are MHV coordinators
• The Identity Verifiers use the ID Management Toolkit. The MHV coordinators use the MHV admin portal. The two are not connected
• It makes more sense to focus on a solution that would involve VA personnel that play an Identity Verifier role and already have access to the ID Management Toolkit.
• IAM maintains the list of people that completed training and have access to the toolkit

Based on the above, the immediate steps the team can take are

• Investigate the requirements found in VHA Directive 1907.09
• Gain access and assess the current functionality and use cases of the toolkit
• Connect with Mike Mims, Sarah Temlitz, and Susan H to find Identity Verifiers to talk to / organize an onsite visit as needed

Can we also find someone that can demo the Identity Toolkit for the team?

As MHV coordinators still may participate but will need a mockup / demo of what they would need to do in order to gain union approval, we’ll keep that in mind as the team begins to develop a solution.

• Working on getting access to Identity Management Toolkit. Was told my request would be processed this week, but no updates so far.
• Scheduling time with stakeholders has been challenging due to limited availability and a long list of other stakeholders they have asked me to include.
