Create technical document for lack of create account button #59640

Sitewide content and other teams have asked for the technical reason why the current "create account button" for idme and login.gov do not redirect directly a "create account" page instead of the current login page.

Acceptance Criteria:

Github document in public repo here
Peer reviewed statements approved by VA.gov Identity team
Peer reviewed statements approved by ID.me and Login.gov
Peer reviewed statements approved by Tom Black (PO)
Merge document into public repo

Login.gov has added a split sign in/create account button at the top of their login page: https://dsva.slack.com/archives/C01CLV49YMB/p1686690529085659?thread_ts=1685731464.466709&cid=C01CLV49YMB

This likely will not suffice and we need to complete the documentation here in order to better assist any potential solution recommendations we could give to our PO.

@joeniquette is this still needed? looks like it was a priority effort a year and a half ago.
