Background research to inform acknowledgement of homelessness in eFSR/Streamlined Waiver form #61027

Issue Description

What details are necessary for understanding the specific work or request tracked by this issue?

In the eFSR Usability Study from 5/2023, one of our most significant findings was related to a lack of acknowledgment of homelessness stirring intense feelings from Veterans experiencing homelessness.

As a follow-through from this study, we are doing light secondary research and design ideation to come up with different concepts to solve this challenge.

Moving to backlog due to shift in priorities. Needs to be refined before we move back to "ready"

@charlottecesana @josephrlee @mgleo suggest we postpone work on this effort for now. Until there is SW effort for overpayment, we will need to postpone. Focus of work is to be more trauma-informed. Reminder - we should send emails in additon to USPS notifications, to ensure homeless Veterans receive.
