IA work for past education rates - TOE and STEM

We need to determine the URLs for these education rates pages and how they'll be linked in the left nav. This work follows the work we did in #57094

• The proposed URL makes sense and so the final URL is www.va.gov/education/benefit-rates/transferred-post-9-11-gi-bill-rates/
  • Final URL for past rates www.va.gov/education/benefit-rates/transferred-post-9-11-gi-bill-rates/past-rates-2022-2023/
• For the left nav, the child rates pages can follow the format of "Past rates: YYYY-YYYY"

STEM scholarship

• The proposed URL makes sense here as well and follows a similar pattern as with Edith Nourse Rogers STEM Scholarship page. Final URL is www.va.gov/education/benefit-rates/stem-scholarship-rates/
  • Final URL for past rates www.va.gov/education/benefit-rates/stem-scholarship-rates/past-rates-2022-2023/

Note that the STEM scholarship rates pages are not live yet. Those are still with the stakeholders.
