[Epic] Unified terms of use #63225

Core Identity Team is building the unified terms of use product on VA.gov. We didn't have a full CAIA intake for this work (Danielle and Laura were working on content separately with a working group before identity team took over the product), but this epic will capture CAIA support for this product.

They just went through a second midpoint review in mid-October.

I just completed the errors and omissions copy edit, and I did notice three spots on the page where there were tiny differences between the wording in the approved document vs. staging. I don't think these are a big deal, but I wanted to make the team aware of them just in case.

I've included the language from both below, and used italics to indicate where language was changed or added. Please let me know if you have any questions or concerns. I also messaged these edits directly to Alexander Garcia. Thank you all!

Under "General disclaimer"

Staging version: Using secure messaging to promote your personal agenda, for solicitation, or to transmit prohibited material. (Note: You may use messaging only to communicate with your VA health care team about your health care and VA benefits and services, and VA staff about your privacy rights.)

@strelichl noting I made the VEText ticket a child of this Terms of Use epic instead of being its own epic — it's very closely related.
