Design opt-out interstitial modal #64253

Problem:

With the upcoming changes to the sign-in methods on VA.gov, we need to give Veterans as much advance notice and information as we can. There are many places where we can advertise the changes, including an interstitial page. How might we craft the best message for Veterans? How should an interstitial page function/react? Where should it be positioned in the Veteran sign in flow?

Proposed Solution: The Interstitial/Splash Page should let Veterans and VA.gov users know that a change is coming. It should offer a glimpse into what to expect and reasons for the change.

User Story:

As a Veteran, I need to be informed that changes are coming to the sign in options so I am not left behind if I do not have modern sign in credentials.

Acceptance Criteria

GIVEN I have accessed va.gov WHEN I click sign in AND select one of the legacy credentials THEN I will see a modal letting me know that I will need to create a modern sign in credential soon AND I can sign in using Login.gov or ID.me OR I can close the page without creating a new credential (opt-out) OR sign in using my legacy credential
