Null Claim - Veteran File Number and SSN do not match #64339

Follow on ticket to action outcome of #64138

If a Veteran's file number and SSN do not match, we upload a PDF copy of their claim but then throw an exception. This is a silent failure for the Veteran and results in a Null Claim.

If we detect that a Veteran has different File Number and SSN we could block submission as early as possible in the flow and instruct the veteran to contact support.

@sortizsh Based on planning convo, we'll go with this as a stop-gap solution to pursuing a downstream fix. In the meantime, I'll take another pass at the error message. We'll recommend they submit paper rather than contact support because support won't be able to help them.

When we get Backup Submissions to Central Mail processing, SSN mismatch claims will start getting processed by CMS. We can leave the forms as-is for now, while requesting change from BIS to resolve backend validation issue.
