Prep VFS Teams Test Forms

Problem Statement

VFS teams need a head start and plan to test the emis forms. Rebecca and Lainey to include info on this in the cutover plan.

Items to complete before sending to remaining teams to test:

[x] Config for feature toggles @rjohnson2011 in coordination with @rmtolmach and @gia-lexa
[x] go through code and ensure feature flipper is setup in a way where we can determine if we run the a) new method or b) old method
[x] Make sure specs are still running correctly
[x] Add test for the feature toggle (flipper.enable line)
[ ] Address any additional comments on the PR
[ ] Lainey to send out communications in emis channel to remaining teams [open for remainder of testing at noon ET tomorrow]

0873 and FEEDBACK-TOOL use the same prefill fields. No team owns form 0873, so let's not worry about testing 0873 and try to test FEEDBACK-TOOL. Slack research. I will update the table in my comment above.

VIC: Not sure if this one is needed anymore. Based on my Slack research a while ago, the VIC form was never released. But then what is this url? https://staging.va.gov/records/get-veteran-id-cards/vic/. Looks like that's where someone applies for a VIC. To test this out, I logged in as someone with military history (vets.gov.user+16@gmail.com) and went to that URL, but when I click the "Request a Veteran ID card" it tells me the page can't load. Not sure if that's a bug or what... edit: VIC form is still in use. However, we can't seem to access it in our lower environments.
