discovery on USiP providers

Context: There are 17 Universal Sign in Page "partners" - sites that utilize the Universal Sign in Page for authentication. How might we work with these groups to help move Veterans to modern CSPs - Login.gov and ID.me?

From Dawn: Adding null on certain fields restricts to just VA.gov. We need to understand the nuance of implementing other providers and discover risk.

AC:

• review old PRs to gain contextual understanding of USiP partners
• collect and document all information on each USiP partner
• work with Tom/Samara to ensure the direction with this group

DEF OF DONE:

• document what we know about each of the 17 partners and identity the correlated field in a shared doc that lives in Github

@djmunoz1 @SophiaPhilipMO this has been in the backlog for a while and looks like it was added to a sprint in Sept. I'm not sure what this work is - what is a USiP "provider"? And is this for pulling numbers of logins - for data?
