[SPIKE] - Work with BIS to resolve SSN - File Number mismatch error #65932

We regularly get exceptions from BIS where a veteran (or veteran's spouse) SSN and File Number do not match. This is a valid scenario that should be supported. Currently when this happens, the EP is not established resulting in a null claim Once we complete #64538 we will send these claims to be manually processed by Central Mail

This ticket is to track effort to resolve backend validation issue with BIS (previously known as BGS)

I reached out to Cory Easley and Jinmay Patel for guidance on how to start the BIS conversations. Looking for understanding if there is a ticketing system we should use vs email chain vs teams threads.

@tblackwe Do you have an idea of the design support that is needed for this ticket? Do we need to verify that we are using the most recent design system component for file number and ssn? I can draft a separate ticket if needed!

Summarizing what we discussed during planning 12/13... It seems many Veterans are putting in an incorrect spouse file number, which results in the claim failing on the backend. The backend checks the file and service numbers against the numbers on file for that spouse (based on their SSN), and if it doesn't match, it fails. We want to explore if we might be able to remove file number and service number fields entirely to reduce burden on the Veteran, since we can look these up based on a SNN (which is required). If we discover there is a need for these to remain in the form, we will explore helper text that provides guidance on what should be entered in the file number field.
