Local dev env for infra recommit

We want to have a local dev environment for infrastructure because it's a great way to easily try things and test them out without needing a lot of resources.

Using the vsp-infra-demo as a guide, create a basic local environment from we can continue to build on.

• Run things inside a vagrant box so we can do DNS and networking things without trashing your laptop
  • Also this ends up looking much like how the TIC currently operates, so we have some opportunity to inject network instability testing later when we need it.
• The box should be based on the latest Ubuntu 18.04
• For this ticket, the box should have the following
  • Docker
  • Localstack community
  • Goss
  • Vault w dev mode, acl's, unseal
  • Consul with dev mode, acl’s + vault integration
  • Nomad with dev mode, acl’s + vault integration (eg: have a role, not use a root token)
• Goss tests should be written to ensure that services are running and functional and run at provision time.

Notes:

• Ideally we can use localstack as a bridge to enable some AWS API's so we don't have to reinvent the wheel.
• This env does not need to match other envs or track their changes. The goal here is to allow for for easy and quick development against known stack components. We intend for changes to start here, be tested in CI, then proceed though Playground, dev, staging, sandbox, prod
• When the deployer is ready we would run that here too so that we can bring this stack up, work on another repo locally, and deploy it into this stack to further test it or run it with needed backend components

During this work I made a few choices, recorded here:

• punted acl work for now. it's unclear how this should look at this point, they are difficult to automate for bootstrap, hard to run on one node that is server and client for everything, and I think make dev a bit more difficult. Will set this up in playground and make it so we can add to local when needed.
• updated to nomad 0.11-beta for CSI plugins
• update to vault 1.4.0-rc for raft storage and service registration

demo'ed this today and I think this basic part is just about done. Closing and we'll add more as we port services, etc..
