DR | Log KPIs for Prefill Info

Background Context

This is a KPI for all our DR forms, but unlike our DR forms, the prefill info code and the in_progress_forms endpoint using this code are used outside by other forms outside our portfolio. So, if we add logging, we will trigger platform review. For that reason, I am separating this particular kind of logging into its own ticket, so we don't block progress on the other logging tickets for our forms.
