UX Spike: ITF Asynchronous Wording Update This ticket contains the final wording approved by CAIA for when we route a Veteran to a screen to let them know we are working on their ITF but they can continue with their form

We don't have any action items right now on this. A lot of research happened, and pension team is running with it. Carbs made failing ITF not blocking a few sprints ago, so this got further deprioritized
