Remove benefits-team-1-frontend from sah application CODEOWNERS

Background

I've talked to the Non-disability benefits experience team about moving ownership of the src/applications/sah folder in vets-website from the benefits-team-1-frontend GH team to their GH team. They said it shouldn't be an issue, so we need to go and do the work

Considerations

GH team we want to move ownership to: @department-of-veterans-affairs/benefits-non-disability
The src/applications/sah is related to the Specially Adapted Housing Grant form which is not part of the Non-disability benefits teams product portfolio

Impact

This should reduce the number of emails that this team gets related to that applications PRs. The goal is to get us to the point where we only get emails about our own teams PRs and also to the point where we can delete the benefits-team-1-frontend GH team as we already have the newly created benefits-management-tools-fe GH team

[x] Move ownership of the src/applications/sah folder from the benefits-team-1-frontend GH team to the benefits-non-disability team

Acceptance Critieria

[x] benefits-team-1-frontend members are no longer getting emails about PRs related to the src/applications/sah folder
