526 Overseas Military Base Address Discrepancy #67906

Issue Description

Additional validation was added to the downstream BIS system that is causing null claims if the foreign address flag appears on the claim but the postal code entered does not match the range of established foreign base codes.

This solution was implemented by @evansmith for the 686c form in #66996

Emily asked us to pass this ticket and information over to DBEx so it could be implemented on 526. Please consult with Evan if you have questions

Requirements update: If the Veteran has selected `My mailing address is outside the United States on a U.S. military base` then all 3 zip code validations should be applied. 

## Acceptance Criteria
- [ ] Error messaging appears to user
- [ ] Selecting the foreign address checkbox and entering in a non-APO/DPO/FPO postal code displays an error to the user and prevents submission

RE: foreign zipcode. Primary zip code is still not fixed - no longer code yellow because it's not blowing up the BU path
