Revisit best bets for 4138 ecosystem of forms

We need to assess how to add links or info about related forms on this "catchall" form page, to redirect people to the correct, more specific form to use.

Update: I added the first 2 related forms from Tricia's request, since they have been digitized or are close to being digitized.

Note that when we add related forms, the link to the digital form does not show up. That's a limitation of the Find a form template.

With that in mind, we may want to discuss a better way to link to the digital versions of the forms. I'm going to move this to the backlog for now until we can pick it back up.

@megzehn, you mentioned that we can close the intake ticket for this. Does that mean we can close this related task ticket too?

Update: At this point, I don't think there's more work we need to do on the 21-4138 form detail page.

But... I do think we should revisit some Best bets to help direct people to the correct form. For example, when you type in "buddy statement" it directs people to 21-4138. We should probably be directing people to 21-10210 instead to help alleviate the issues that we're hearing from stakeholders.

I'm not sure if there's an IA ticket for 21-4138 somewhere. @aprocik1 @scjwalker or @kristinoletmuskat do you know if one exists? And do we have next steps for Best bets re: to 21-4138?
