[SCCD] Build EC2 Instance in Prod for SCCD compliance purposes

Description

Need an EC2 Instance that runs the new hardened AL2 image. Having it out in Prod is currently the only way to have it report for SCCD compliance reports

[x] Basic IaC for EC2 instance
[x] Deploy to Prod
[x] Verify 1-2 days if new instance is reporting to BigFix

Still waiting for reports to display this instance. Working on a few tweaks to the sscd-compliance ec2 terraform
