Develop short list of KPIs for a transition-wide dashboard

User story

As a Cartographers team member, I want to identify a short list of KPIs that would help top-level stakeholders understand the health of the MHV transition, so that we can align stakeholders around an MVP dashboard.

~As a Cartographers team member, I need to know whether any other team (contractor or OCTO-DE internal) is building a dashboard to monitor the overall health of VA health tools during the transition, so that we can figure out what effort is needed from us to ensure the Veteran experience is monitored.~

• Wes and Lynne met with Patrick about this on 11/30 and Lauren popped by. It seems confirmed that no one is working on this yet.
• Document including Patrick comments on Sharepoint
• Assumption: we do NOT have to know how to measure it yet at this stage

Acceptance criteria

• Brainstormed KPIs that could monitor the transition health, in consultation with Patrick
• Documented a short list (3-5?) of KPIs along with rationale for choosing them
• Shared with stakeholder(s) for feedback (e.g. Lauren)
