Hello! I am trying to add a secret to the AWS parameter store but am seeing the following error: User: arn:aws-us-gov:iam::008577686731:user/Alexander.Person is not authorized to perform: ssm:DescribeParameters on resource: arn:aws-us-gov:ssm:us-gov-west-1:008577686731:* with an explicit deny in an identity-based policy

I have already requested AWS access via the form (https://github.com/department-of-veterans-affairs/va.gov-team/issues/64706) and was approved.

Any help towards solving this issue would be greatly appreciated!
