Make active state of MHV header link more visible

User story

As an authenticated user on an MHV page on VAgov, I want the My HealtheVet iink in the header to be clearly highlighted, so that it's clear that I'm within the MHV experience.

Notes

• Current underline appearance is very hard to see:

• In the design intent for secondary nav, Matt Dingee encouraged us to explore more visible ideas, perhaps highlighting this link like a tab. (This enhancement may become part of the secondary nav work, as the latter is intended to convey a strong sense of place within MHV.)

Acceptance criteria

• Designed a more visible treatment for the MHV link
• Shared design with OCTO and other stakeholders for feedback
