As a Veteran, I would like to update my Emergency Contact so that if something happens to me the VA knows who to contact.

[x] Determine if we can remove an EC from VES
[x] Test Delete with VES
[x] Success: User can remove or cancel editing for an EC on EZR and it is removed from VES

Pending VES to add the ability to remove EC
