User Story:
As a Proofing Agent, I need to know the criteria for an authentic VHIC so I can properly evaluate this form of identification during in-person proofing.
Acceptance Criteria:
GIVEN I have signed into the Proofing Agent application
WHEN I view the 'Select ID Type' drop down on the 'Validate ID' screen
AND select Veteran Health Identification Card (VHIC)
AND click 'Validate document'
