Update information in PDF Generation

Issue Description

We need to update PDF Generation to mention that it's possible to generate accessible PDFs on the front end and link to the README for that package: https://github.com/department-of-veterans-affairs/vets-website/tree/main/src/platform/pdf

@jknipes They are related, but they are two separate tasks. So while we finished the first ticket a while ago, we still need to work on this ticket. They are about the same document, but they are two different tasks that both need to be done. I hope that makes sense. :)
