Turn on Flipper for known Veteran experiencing Error #74965

To test this improvement we have reached out to the Contact Center to identify a Veteran currently experiencing this error, and will use this ticket to:

  1. Turn on the improved messaging for this individual Veteran
  2. Validate the Error message contains the new and improved messaging with specific information about the missing data needed to start the claim

Email of the Veteran is being left out of this ticket and is only being communicated through VA approved email to avoid any PII issues.

We heard back from the Veteran and they are still seeing this issue. Nathan can address when he's back

just to clarify, Scott is going to turn on flipper now and Nathan will work on deploying to full production after confirmation from this one Veteran

I believe the unmerged vets-api #14858 and vets-website #25428 PRs are blocking the ability to meet the expectations of this ticket. Moving to 'Blocked'.

Reassigning to @NB28VT to perform after corresponding PRs are merged and deployed to production. I've forwarded to Nathan the name and email address of the veteran for whom the feature should be enabled.

sarah contacted Veteran and asked him to confirm
