IA: Draft layout pattern for tool landing pages

Description

User story

As an IA specialist, I want to establish a pattern for tool landing pages that tool teams could leverage for design and research, so that they can move toward landing pages in a consistent way for Veterans.

As a designer on a health tool team, I want to have a template I can use to redesign my team's tool-level landing page that considers a consistent user experience across the My HealtheVet portal.

Kaitlin has asked that we work through a draft of design principles, landing page top-tasks & priorities. These will need to be iterated on to provide guidance and guard-rails around using templates.
Flagged on 2/17 that I may be approaching this work backwards (should we address main My HealtheVet landing page IA first, before getting to tool-level landing page IA?). There could be some stop-and-go on this effort until we are able to get into a design sprint on the main landing page and get more clarity on the best approach for that entry point.

Possible tasks:

[x] Draft design principles for My HealtheVet landing pages
[x] Draft primary, secondary, and tertiary (if applicable) priorities for landing pages, drawing from the most important jobs that each tool needs to accomplish.
[x] Create a sandbox with low-fidelity concepts for landing page designs
[ ] Check-in with @kfink24 early and often

Acceptance criteria

[ ] Finalize design principles and top-priorities for tool-level landing pages
[ ] Create low-fidelity concepts that can be used by @Jenny-yw to build a Figma template library for tool teams to use
[ ] Get approvals from @kfink24

Update: synced with @Jenny-yw a few times last week and started to map out early concepts for tool-level landing pages. Connected with @kfink24 on approach on Friday, 2/24.

This work will require additional time and will likely need to be responsive to the design sprint work around the main landing page redesign that is scheduled to begin in upcoming sprint 26 or 27. Should roll over to the next sprint.
