User Story As a Veteran, I want to always be able to logout from va.gov because I have completed my business on the site.

Acceptance Criteria

Logout on va.gov is up 99.9999% of the time as measured on a monthly basis by the SIS Logout dashboard in datadog.
If the endpoint goes down, it should be treated as a P1, and fixed ASAP.
