Discovery - Documents are being uploaded with an unexpected document type

Issue Description

OBA has received a complaint/question about documents uploaded by Veterans on VA.gov. Specifically field users pointing out that Private DBQ's are being uploaded with a VBMS Document Type of "Correspondence". This can cause confusion because there is a VBMS Document Type of "Disability Benefits Questionnaire (DBQ) - Veteran Provided" available that field users would expect to see for this type of document. How is the VBMS Document Type determined for Veteran uploaded docs? Is this working as intended (uploaded as Correspondence)?

@pacerwow There is not enough information here to fully understand or confirm that this is a 526 veteran evidence document upload issue. Even if it was, we can't stop a Veteran from uploading a document that they shouldn't use for evidence. I think it should be closed for now and if it comes up again we'll have to make sure we get more information.
