[Pension Module] Remove old code, disable flipper #77847

Perform cutover to fully using Pension module https://depo-platform-documentation.scrollhelp.site/developer-docs/feature-toggles-guide#Featuretogglesguide-Removingold/unusedfeaturetoggles

Tasks:

[x] Delete old pension code from repo
[x] https://github.com/department-of-veterans-affairs/va.gov-team/issues/91042
[ ] https://github.com/department-of-veterans-affairs/vets-api/pull/18285
[ ] Remove feature from environment databases (after deploy)

Acceptance:

[x] Pension api routes handled by module regardless of flipper status
[x] ALL tests and functions process correctly
[ ] DataDog dashboard(s) no longer use old class names (after deploy)
[ ] Feature flag no longer present on each environment (after deploy)

Front end tests need to be updated re: PENSIONS_CLAIMS_URL once flipper is disabled
