Issue Description

As part of our ongoing effort to have more multilingual content on our site, we need to publish:

VA mental health services (Word count: 2,035)

We need to build the page in Drupal, review, and publish.

Tasks

[ ] Build Drupal page (Victoria)
[ ] Review (Megan/Sara)
[ ] Publish (Megan/Sara)
[ ] Send live page to State Department for QA (Randi)
[ ] Input any changes (Victoria)
[ ] Review (Megan/Sara)
[ ] Publish with Spanish toggle (Megan/Sara)

Acceptance Criteria

[ ] Spanish page is live

Noting here that we have this document prepped from the previous copy editor to send to State. I will send this out in the coming weeks when we have the new task order set up.
