Find a solution for the redundancy in adding a dependent child to your disability benefits

Redesign the two flows to ensure users can enter children in one list loop
add questions to define which category the child falls into and if you've collected benefits for them before

Created flow to try to make it seem as if there is a single flow in the applicant's experience.

Shared with CAIA as well to ensure it's decipherable and aligns with Katherine's vision.

Katherine confirmed that the flow in Figma looks accurate.

@Midge-dev says they'll need to get into it before we know how feasible it is. He's not sure about connecting separate flows within a list&loop).

Moving to blocked since we'll wait to see if this can be implemented with phase 2 686c/674 updates.

Moving to backlog because we won't be able to implement designs in phase 2 due to array builder limitations.
