Issue Description

The dependent verification MVP solution needs to capture if a Veteran has no change to their benefits and generate a 0538 form for that Veteran.

Note: David Reis is working with VBMS to add a field to capture date-last-verified, and he considers this a critical field to capture when a Veteran indicates a "no" on their 0538. Ideally, VA.gov would send this date to VBMS via an API endpoint. Capturing this date will prevent Veterans from receiving additional 0538 letters after their verified on VA.gov.

Design tasks

• Map out 0538 form in Mural to understand what info is required.
• Determine approach for verifying dependents through the existing "Your VA Dependents" page (suggestion is here)
• Review existing verification email copy to determine if any adjustments are needed to capture the dependent verification piece

Acceptance Criteria

• 0538 form flow in Mural
• Suggested design for Your VA Dependents page
• Suggested updates (if any) to verification email copy

Reviewed flow options on our bi-weekly dependents call yesterday.

• I'll work on refining the option with a review page and confirmation page (adding dependent details to the review page)
• Laura is creating a SPIKE to confirm what details can be pulled in to enrich dependent cards

If possible, would love to share updated flows/designs with Brandi in time for her meeting with leadership 5/16. If not, then we'll share by the following week.
