[FE/QA] 10-10EZR: Make EZR Intro Page Auth-only

As a Veteran, I would only like to be able to see the EZR Intro page if I'm logged in so that I don't get confused and try to fill out the EZR when I'm not already enrolled in healthcare.

[x] Work with Aliyah and Laura to determine what content needs to be moved from Intro page to static page and move that content (I believe Aliyah will update the static page and we'll just need to remove/change things from intro page)
[x] Build or reuse widget for login on static page
[x] Make intro page only viewable to authenticated users (check to make sure this is all authenticated users and not just those enrolled in healthcare)
[x] Update tests and test cases
[ ] Test (talk to Matt L and teammates)
[ ] Show this to team and Aliyah and Megan Zehdner
[ ] Success: All content related to signing in, and the ability to sign is moved from Intro Page to Static Page and the intro page is only viewable by authenticated users and MHV links to EZR.

I've talked with Aliyah about this (when it was potentially happening). AFAIK, we won't need to remove anything from the Intro page other than the sign-in widget. I'll confirm this with her, though!

Thanks @katelyncai ! If that's the case we can just make this a Dev story for making the Intro page auth-only and removing the widget.
