I need to feature toggle the ctaWidget on a static page.

I have a PR adding code to vets-website: https://github.com/department-of-veterans-affairs/vets-website/pull/29002

The Feature toggles guide gives an example of how to feature toggle content via a Liquid template, which I'm assuming is the appropriate approach, in this case.

Before writing any code to use a new feature toggle, it must first be created from within Drupal for all three environments.

Based on this statement from the documentation, it sounds like feature toggles in vets-api/vets-website are separate from feature toggles in the Drupal CMS. Is that an accurate statement? Is creating a PR for a feature toggle in vets-api/vets-website unnecessary for feature toggles used exclusively within the Drupal CMS, since they will be created through the following page? https://dev.cms.va.gov/admin/config/system/feature_toggle
