SPIKE | COE | Fix Staging Environment #80368

Issue Description

As part of a COE API Key update #69125, it was discovered that the staging environment for COE is not working. Steve (@va-albers) has been working on Key Rotation in staging/production, but we have been unable to test the rotation in staging because the submissions are not working. Steve needs help understanding how the front end works so that we can determine which APIs are being called and at which point in the flow.
