Temporary medical records landing page for portal integration

As part of the My HealtheVet secondary navigation design work in ticket #80821 - Cartography team was tasked with coming up with a plan for how to treat Medical Records, which is visible in the navigation and on the landing page, but is the only tool that is not yet available for "try me" users (still in pilot phase 0).

We have OCTO approval from Kaitlin Fink to solve this by creating a temporary landing page for Medical Records that we hope will do a few things:

• provide a consistent experience to users for this link in the secondary nav (will link to a landing page like the other tools)
• use this full-page real-estate to more clearly communicate the "in progress" situation that medical records is in, and send users back to the National Portal to view their medical records for now.

We seek content approval on the in-progress designs available on Figma here.

Question for us to consider: should we put the OH/Cerner gating alert on this temp page (route people w/ those facilities to the MyVA health tool)? Or ignore for now?

Update: per @kfink24 we do not need to worry about OH/Cerner alerts on this page.
