Adopt Sidekiq guidelines for the Pension application

Steve Albers wrote up an Architectural Decision Record addressing Sidekiq guidelines for the Benefits team. We should audit and update sidekiq jobs in Pension application to conform to the guidelines.

• [x] Review the document and provide feedback
• [x] Audit all Pension sidekiq jobs and document limitations and nonconformance per each job
• [x] Depending on the scope of findings, update the code as needed and/or, create separate tickets for major work

After discussion this morning, we will be creating 3 - 4 followup tickets to address the findings (none need immediate attention):

• idempotent and transactional
• document process for resubmission (manual)
• automated resubmission
• user facing submission confirmation
