Update Medical records page with new info about Opt Out/Opt In buttons on MHV #8214

Page was updated under # TBDTBD We now have screen shot of easiest option, buttons on MHV, from Chris Johnston:

  1. Verify these buttons exist on MHV
  2. Describe the path on MHV for Veterans to follow to use the buttons
  3. Verify we still want to include instructions on uploading the 2 forms on MHV in addition to these buttons
  4. OK our updating our page with language setting up the above, as well as language from MHV about how to check on your status at your local VA.
