Investigate 'NonVeteran' copays #82285

Apparently, some Debt Portal users aren't necessarily veterans. This is an issue because we need to restrict the ability to request waivers for non-veteran debts.

Review the metadata of debts and copay statements and determine if any attributes may hint at veteran status.

Medical Debt (copay)

From what I can tell neither copay not debt metadata indicates if the corresponding person is a veteran or not. That said I do believe that we can get this data from the user object.
