[Feature] Reason code text - move to vets-api #82842

Objective: The Appointments FE team and Mobile Team will be moving the business logic code from vets-website to vets-api to improve the code base for the Appointments tool on VA.gov

@simiadebowale @ldelacosta I think we're done with all of the reason code logic migration to the backend Is there anything else we need to do here or is this feature ready to be closed?

@JunTaoLuo - I'll leave it open for a little longer to see if we have anything else to work on.
