Create and publish new FMB benefit detail page: Dental insurance for family members #82940

We need to migrate the information that's relevant to family members from the existing VA dental insurance program page to a new page in the FMB hub.

@d-beyer you can also start on this after you finish subhub landing pages for phase 0. We'll need to address this page to CHAMPVA beneficiaries. Let's chat about approach when you get to this one!

Update: We discussed this page with Danielle on 6.24. She said that she would look into why this was proposed as a new, separate page and see if that's actually necessary.

Update: We discussed this with Danielle, Mikki, and Beth today. They would like to lean toward creating a separate experience, generally, and the dental insurance page is a good opportunity to experiment. We'll move forward with two separate pages.

@laurwill -- I made the new FMB dental insurance page. There are no updates to the original.

Notes and questions: - I removed the first Q&A question. We said that a family member might be looking into this for both themselves and the Veteran, but since it's addressed to the Veteran directly I thought it made sense to remove. Does that seem right to you? - Is there any reason to crosslink to the original VADIP page? My inclination is to say no since they're nearly identical. - In updating this, I noticed that the original page had formatted the questions in rich text. Should we take this opportunity to switch it to the Q&A component? (I have asked similar questions before but I don't feel like I know the answer in this specific case.) I'm happy to hop back in and make that change if you think we should.
