[DevOps] Create `vaec-cie` Terraform state backend S3 bucket

Description

Create an S3 bucket to hold Terraform state for vaec-cie projects moving forward.

Naming might be a PITA because it needs to be globally unique and we obv have this bucket on vaec-cms 😑
