I think this covers most of the 110, there's about 100 left unaccounted for, although these could be accounted by the 422 that are caused by things other than 'cerner provisioned -> false'
'client closed the connection' prob can't be helped
'cerner provisioned -> false' would be helped by no longer redirecting users who are not cerner eligible through the flow
'401' - these users come from nowhere, first interaction their IPs have is with update_provisioning. So something is dropping them at the cerner ToU page without being through the auth flow.
