Remove Prometheus, Loki, and Grafana API tests from Datadog Synthetics

Issue Description

Among the roster of current Datadog Synthetics tests are several tests that check the health of Prometheus, Loki, and Grafana endpoints in our dev, sandbox, staging, and sometimes prod environments. These are no longer being used for monitoring or analysis, and can be safely removed from the repo that stores the scripts.

• [ ] Remove the lines of code specific to those tests from the terraform files in the devops repo

Acceptance Criteria

• [ ] The tests no longer appear in the Synthetics dashboard and do not factor into the metrics being presented to the Datadog user
