High Level User Story

As a veteran using a search engine, I need up-to-date information about my VA facility so I know what services are available during special events/situations (e.g. COVID-19, hurricane, power outage, etc.)

Value/Goals (assumptions to be validated)

Increases VA.gov Search Authority (tracked via SEMRush)
Increases VA.gov search ranking for COVID-19 related keywords

Background

In mid-March 2020, Schema. org -- a joint effort involving key players such as Google and Microsoft to improve the web by creating a structured data markup schema supported by major search engines -- published Schema.org 7.0, which includes fast-tracked new vocabulary to assist the global response to the Coronavirus outbreak.

Considerations

Google recommends VA.gov consider the FAQ markup for COVID-19 banner FAQs as opposed to Special Announcement.
Google allows government entities to submit an important COVID-19 announcement on their site, particularly if they are unable to use structured data.

Questions that come to mind -

Are there any insights we can see to know how often the schema.org widget is shown to users and how often the user performs a click-through as a result?
We have several potential use cases for the SpecialAnnouncement schema.org data. Which is the best?
- / - Homepage banner
- /coronavirus-veteran-frequently-asked-questions/ - there's no banner on this page, but we could still add a schema.org SpecialAnnouncement (without a visual) into the HTML to show some information
- /pittsburgh-health-care/ - massive banner with info specific to the facility
After a publish, how long does it take to see this take affect in search results?
Schema.org can be formatted as MicroData or JSON-LD. Is there a preference at Google?
If SpecialAnnouncement were to change, how soon can we expect that to update on the Google search page?
Can we use JSON-LD without a UI representation?
What are veterans searching for Coronavirus?
A special announcement probably wouldn't have much value for va.gov homepage because users aren't searching just "VA" to find Coronavirus info. They're probably searching "VA Coronavirus" so should we use /coronavirus-veteran-frequently-asked-questions/ as the test page?

A user is likely to google something like Veterans Coronavirus if they're seeking information on the coronavirus pertaining to the VA. This means the best place to house a Special Annoucement schema is /coronavirus-veteran-frequently-asked-questions/ or at the facility level. A user is unlikely to land on the homepage for Coronavirus-specific information.

https://www.usa.gov/coronavirus is an FAQ page, very similar to ours at https://www.va.gov/coronavirus-veteran-frequently-asked-questions/, but USA's features the schema.org JSON data to help describe it to Google search

Summary and next steps -

USA.gov is using both the FAQPage and SpecialAnnouncement for their page at https://www.usa.gov/coronavirus.
Because USA.gov's content is high-level (as opposed to granular info about how the virus is affecting a specific area) it seems that the FAQPage better fits their use case and seems to be rendered by Google more effectively.
Our use case is similar
- We have a Coronavirus page at /coronavirus-veteran-frequently-asked-questions/ that contains high-level information
It would be immediately technically feasible for us to create a JSON data structure similar to usa.gov's under the FAQPage schema.org widget (pasted above) as a hardcoded entity rendered inside of the /coronavirus-veteran-frequently-asked-questions/ page.
Next steps: Define what data we want shown in Google search results (title, content, links), map it into an FAQPage schema.org JSON data structure
Consider how we could implement a SpecialAnnouncement into /find-locations/:facilityId to broadcast facility closures

@ncksllvn added a rough wireframe of an FAQ for VA, as well as one for @davidconlon to consider (as example) for VAMC.

Adding @DanielleThierryUSDSVA to this ticket as she will lead our content decisioning, with plans to get input from @lalexanderson-dsva and possibly Joint Task Force by Monday. Question for @ncksllvn -- for the FAQ, is there a limit on how many Q's we can have (e.g. no more than three)?

I don't see a limit mentioned in the FAQPage or Question docs on schema.org, so I think we can put however many we want, but Google will probably decide which/how many to show.

Search Console has a new Enhancement report showing any issues Google found on your pages’ markup.

Update:

Met with @DanielleThierryUSDSVA and @ncksllvn and Danielle plans to firm-up the FAQ content (text, order, link-to URLs)
Nick will use that content spec to build out the FAQ search results card for final review before deploying for live testing and tracking via Google Search Console
